Participants of the Council of Independent Colleges’ 2026 State Councils Annual Conference will explore timely trends in independent higher education, ways to effectively support member presidents, and leadership strategies and opportunities. Programming will also offer approaches to make the case for state associations using data. The three-day program will take place April 28–30, 2026, at the Royal Sonesta Chicago River North hotel in Chicago, Illinois.

The Annual Conference will provide state executives, fundraising officers, and communication and operations staff with face-to-face networking opportunities as well as time to share best practices with colleagues. Participants will also have the opportunity to think innovatively about State Council work and its impact on independent higher education.

Adaptive Enrollment: Evolving Enrollment for Today’s Learners

The “Enrollment Cliff” of 2026 is no longer forecast; it is our operational reality. However, this narrative of decline masks a more complex story of regional shifts, technological disruption, and untapped potential. This session will be a discussion about the evolving landscape of enrollment.  Together, we will explore the decline of high school graduating class sizes, how AI is rewriting the student search journey, how to address value proposition questions, as well as how a strategic focus on “post-traditional” learners to bridge the demographic gap. Participants will gain takeaways and real-world experiences to assist member institutions’ enrollment missions with the needs of the 2026 learner and beyond.

Creating Space for Now and Next: Essential Support for Leaders Doing Essential Work Part 1

Work is hard. Change is constant, and can be complicated. Solutions aren’t quick. And, perhaps most challenging of all, people are complex. And yet, this is the work of leaders: to build collaborative and connected teams and stakeholder groups in spite of, or possibly through, those complexities. Leading an association of varied stakeholders with divergent goals in a complicated context demanding work. In this session, participants will have an opportunity to have conversation about the work we do for ourselves, mutual challenges and opportunities, refreshment, and reimagining what’s next.

Lessons from the Field: Learning from Challenges

This session offers a candid, real-world look at why executive searches in higher education sometimes fail—and what can be done differently. Drawing on firsthand experiences from campuses, we will examine recurring patterns that lead to breakdowns, including unclear expectations, misaligned search committees, and breakdowns in communication. Participants will leave with practical strategies and actionable insights that associations can share with their members to support stronger, more effective campus leadership.

State Opportunity Index: A Framework for Success in College, Career, and Beyond

As higher education in the United States increasingly pushes beyond access and completion to outcomes as the key to the value of college, we pursue solutions that ensure every student’s degree provides them with opportunities for success after college. The State Opportunity Index identifies five priorities for policymakers, practitioners, and advocates as they work together in the service of students. This annual report profiles each state’s context, from the number of graduates who have a positive ROI within ten years of graduation, to the supply/demand forecast for entry-level hiring, to the education-to-career guidance and work-based learning support students experience. The State Opportunity Index team will provide an overview of the framework and the current progress in the public higher education systems in each of the 50 states for a group discussion of how this context can support the priorities of independent colleges and state councils.

The Demands of Leaders During Institutional Mergers

As mergers and acquisitions continue to impact higher education, there is a lot of discussion about merger strategy and operations, but not as much about the complexity of how leaders navigate culture and community during the process. This session will draw on current research to assist State Council organizations in thinking about how they can best support presidents and campuses as they navigate these processes.

CIC’s 2026 State Councils Annual Conference will be held at the Royal Sonesta Chicago River North hotel, a full-service boutique hotel perfectly positioned in the heart of Chicago’s vibrant River North neighborhood, one of the city’s most dynamic districts for dining, arts, nightlife, and shopping. The hotel’s sleek glass tower rises above North State Street, offering an ideal urban retreat just minutes from Michigan Avenue, Navy Pier, and the Chicago Riverwalk.

Reservations can be made online. Reservations made after March 30 cannot be guaranteed at the group rate and will be accommodated on a space-available basis.

Airport Transportation

Chicago O’Hare International Airport (ORD) is approximately 18 miles from the Royal Sonesta Chicago River North Hotel. ORD hosts more than 40 airlines, serving over 150 destinations.

Chicago Midway International Airport (MDW) is approximately 14 miles from the hotel. MDW hosts approximately seven airlines, serving over 80 destinations.

Taxi

O’Hare

Taxi stands are located at the lower-level curb front (outside of Baggage Claim) at each terminal at ORD. Taxi service is available to Chicago and suburban destinations. Please make sure to use the designated taxi stands to ensure a licensed driver. For your protection, do not accept rides from drivers outside the cab stand or on the departure level (second level) of the terminal roadways. All taxis should have a working meter to calculate the fare based on time and mileage.

Fares are based on traffic conditions, but an average fare from O’Hare to downtown Chicago is $50​.

Flat taxi shared ride service is available to those who wish to share a ride and pay a flat rate to certain destinations if multiple parties are available for the trip. A shared ride fare from O’Hare to downtown is $24 per person.

Midway

Taxi stands are located on the lower-level curb front of the terminals, and taxis are available on a first-come, first-served basis. To ensure you have a licensed taxi driver, please be sure to use the taxi stands. For your protection, do not accept rides from drivers outside the cab stand or in the departure area of the terminal roadways. All taxis should have a working meter to calculate the fare based on time and mileage.

Rideshare

Rideshare company provides prearranged transportation services through an app or digital platform to connect passengers with drivers of vehicles for hire.

O’Hare

Loading zones for Rideshare services are at the following locations:

  • Terminal 2: The waiting area is on the upper level with pickup poles marked with orange signage labeled 2A, 2B, 2C, 2D, 2E, 2F, and 2G to designate pickup zones.
    • Passengers should wait in the designated pickup zone until their vehicle arrives. A waiting area inside is available between vestibules 2A and 2D.
  • Terminal 3: The waiting area is on the upper level with pickup poles marked with green signage labeled 3G, 3H, 3J, and 3K.
  • ​​​Black Car pickups are offered on the lower level of all terminals.
Midway

The loading zone for rideshare services is on the lower level outside of Baggage Claim, Doors 2–4.

Hotel Parking

Self-parking is available at 10 East Grand Avenue, Chicago, IL 60611 (half block north of the hotel) at the rate of $40 per night with in/out privileges.

Registration Information

To strengthen each team’s professional expertise and encourage broad attendance, CIC will offer a discounted registration fee for the second participant from a team. Third registrants are able to attend at no cost. These discounts are made possible thanks to generous support from the current conference sponsor Academic Search.

Dress Guidelines

Business casual clothing is appropriate throughout the conference.

Cancellation Policy

Refunds will be made in full (less a $50 processing fee) for cancellations received more than ten business days prior to the conference for which participants have registered. Requests received fewer than five business days prior to the start of the conference are ineligible for a refund. Please send cancellation requests, in writing, to the attention of Alonso De Los Rios by email to adelosrios@cic.edu. Registrations are transferable within State Council organizations.
